Description
FPK, founded in 1996, comprises nine local environmental NGOs and community groups concerned with issues and problems affecting community-based resource management and conservation in North Sulawesi. In its early stages FPK focused on three special sites: Lake Tondano, Bunaken National Park, and the Tangkoko-Duasaudara Nature Reserve. They have developed a participatory resources inventory to complete and update the monografi desa in selected villages. The achievements in these villages is being disseminated to other villages, in particular Kwandong (District of Gotontalo), Bogani Nani Wartabone National Park (District Bolaang Mangondow), and Sanger Talaud islands.

FPK in this project will try to improve the bargaining position of the local people to gain recognition from local government, to manage their own natural resources (local people-centered management approach).
Some strategic objectives of this project are:

  • Develop the ability of the local people to set the advocacy agenda on CBNRM, in order to empower the network of local people;
  • Develop model of CBNRM which can be promoted at other locations.

Advocacy agenda: As part of the new advocacy agenda, FPK will implement paralegal training for villagers or "barefoot lawyers", to improve their knowledge about legal options available to tackle their environmental problems. FPK also plans to implement a workshop on strategic advocacy for CBNRM. A study team consisting of two lawyers and two anthropologists will investigate several environmental cases from the legal perspective. In order to facilitate the villagers better, FPK members will receive training in local language and adat practices. They will also be retrained in community services along with village organizers.

CBRNM model: FPK will continue to document CBNRM systems being used at several sites. There will be training for CBNRM information system management. The participants will be villagers and NGO members. Geographic Information System (GIS) will also be used. Participants from various NGOs will intern with FPK (in-house training). Information centers will be expanded from one site to another, so that most of the sites will have their own center. In order to improve understanding of villagers' information needs, there will be monthly meetings between the NGO community organizer and the villagers, known as " intensive service". Establishing joint monitoring between the NGOs and the villagers will be a priority.

FPK will promote the spread not only of information, but also effective processes, by facilitating a network of people involved in CBNRM throughout North Sulawesi. The implementors will be the villagers themselves; FPK will just provide facilitation. To support general outreach of this project, FPK together with the people in the villages will produce posters, a calender, stickers, bulletins and alternative village newspapers. Results

Advocacy Agenda: Following the passage of the Regional Autonomy Law #22/1999, FPK focus shifted to working with communities and local governments to understand its implementation to achieve a new "people-centered" natural resources management in North Sulawesi. They facilitated meetings and discussions on the drafting of the regional regulations on natural resources management that will be needed to implement new authorities given under this law. These discussions were followed by approaches directly to local government agencies to provide opinions on the drafting of new regulations. These regulations are now the focus to ensure that there is effective participation of local communities in natural resource management. FPK together with other Manado NGOs completed the draft regional regulations on community-based natural resource management for Minahasa district. After six informal discussions, seminars and village forums, finally on March 27, 2001 they finalized the draft. The draft will shortly be submitted to the district government as well as the district legislature (DPRD). They also conducted an inter-active dialogue between adat communities and the governor of North Sulawesi in March 2001 to celebrate "The Emerging Indonesia Indigenous Peoples" day, with the theme Adat and Regional Autonomy. The same theme also was discussed in SMART FM radio station in Manado.

CBNRM Model: Most village sites formed Self-Reliance Community Groups (KSM), to facilitate community-based natural resources management. KSMs were established in Papakelan, Pinangunian, Makawidey, Watumea, Bualo, Nain, Tiwoho, Alungbanua and Rap-rap. KSMs have become the basis for real participation of villagers in CBNRM. For instance, participatory mapping is handled by each KSM. FPK just facilitates the process, and provides tools and facilitators. FPK has also implemented "empowerment" training for the KSMs. As a result of re-training which was conducted in early 2000, most village sites also have their own local community organizers. The FPK's secretariat now just supports them as they respond to the needs of their communities. Community organizers from other villages are no longer needed to accompany them in implementing planned activities. FPK has continued to intensively facilitate communities in trainings, such as local language and adat course.

Village Information System: Results from the "Village Information System" are now published in the "APA KABAR" newspaper. This newspaper has a design especially formatted for the villagers, with extensive news about local people's activities. In the latest edition, all the stories were actually written by villagers who had received training from FPK. Geographic information system training involving participants from the villages. This should ensure that the villagers are the ones disseminating the information they need. FPK also conducted financial training for NGOs and peoples' self-reliance groups. A learning network (sumikolah) has been established among some villages surrounding Lake Tondano, as the result of village discussions hosted by community organizers from the villages. FPK also produced two stickers to promote adat regulations among local communities and to promote their willingness to understand legal controls over development projects. FPK would like to continue their successful programs by joining the Yayasan Kemala forum and network into the future.
