Description
The Indonesian NGO Network for Marine and Coastal Resources or Jaringan Kerja untuk Pesisir dan Laut (Jaring PELA) was founded in February 1998. It comprises NGOs and individuals who are actively involved in marine and coastal issues in Indonesia. It was founded in response to increasing threats and problems that are becoming more complex. The vision of Jaring PELA is to have strong community based and sustainable marine and coastal resources management in Indonesia. Its mission is:
  • Strengthening and empowering local communities;
  • Developing fair and sustainable community based marine and coastal resources management systems;
  • Organizing policy advocacy towards recognition of local communities' rights and fair access to marine and coastal resources.

Jaring Pela's members consultation meeting held in March 2000, called for capacity strengthening for strategic advocacy and empowerment of community- based marine and coastal resources management as the network's priority. In collaboration with the new Ministry of Marine Exploration and Fisheries, Jaring Pela is commited to provide 'local voices' for a better policy formulation at national level. Other site-specific issues to be addressed include the increasing incidence of destructive fishing practices in waters of northern and eastern Sumatra, northern Java, southern, central, southeast and northern Sulawesi, eastern Nusa Tenggara, and West Papua.

Under this grant, Jaring Pela will achieve the following targets:

Training: Training will be tailored to the results of regional needs assessments.
But generally, these will include community mapping; community organizing; investigation and monitoring; small-scale enterprises; policy advocacy, "bare foot" environmental impacts assessment; management capacity; eco-dive tourism; policy and community advocacy; community-based tourism management; and management capacity.

Skills and resources exchange. A series of exchange programs will be held within regions and between regions, to promote Jaring Pela's members to support each other. The programs will be suited to meet regions' needs and will include village workshops on community organizing; workshops on community-based marine and coastal resources management; policy workshops; and comparative studies on sustainable mariculture, on industrial impacts on marine and coastal biodiversity, on community-based marine and coastal resources management; policy workshop.

Monitoring and consultation. Jaring Pela's Coordinator will facilitate a monitoring process both by the network members and by the secretariat. Monitoring by the network members will focus on effectiveness of services delivered by the secretariat. Monitoring by the secretariat will focus on effectiveness of communications and collaboration among members in responding to issues.

Results

Jaring Pela members attending the "Deliberation" held in Kendari, Southeast Sulawesi, in April 2000 agreed on several issues critical to its organization: Jaring Pela's statutes, internal issues and strategic targets, new network "dynamisator", and the network secretariat. They also agreed about external issues and strategic expected results. The new network secretariat has three major functions: internal communications dynamics, internal network management, and outreach. The first members' meeting resulted in two mandates: firstly, to intensify participatory monitoring of the executive by all members; and secondly, to increase the services provided by the network secretariat to the members. The secretariat, including the steering committee, advocacy team, and policy team, will formulate monitoring tools and how to use them. The regional members' meetings will also assess the quality of services provided by the secretariat. The secretariat is developing an information system to cover geographic distribution of marine-coastal issues and roles of the network members in addressing those issues. Compiling this information has increased the intensity and quality of communications among network members, as well as between members and the network secretariat.

Jaring Pela's secretariat supported skills development by facilitating four training workshops on Marine Investigation and Monitoring. These were held in four different provinces, in Banda Aceh, Sumatra; Lombok, East Nusa Tenggara; Emajo, West Kalimantan, and Biak, West Papua, totaling nearly 100 participants. Also, In collaboration with WALHI, Jaring Pela supported some of its members to attend an international seminar on sub-marine tailings disposal in Manado, North Sulawesi. Members from North Sulawesi and Sumbawa in East Nusa Tengarra also participated in the seminar to obtain a better understanding of the potential impacts of such tailings disposal in the marine and coastal area where they themselves live.

Several regional meetings were held to share experiences and information among members, but also to evaluate the effectiveness of the Jaring Pela secretariat. Meetings were held for Sumatra, Bali-Nusa Tenggara, Kalimantan, Sulawesi, Maluku and West Papua regions, during September-October 2000.
