Description
BSP-KEMALA project has been operating within Indonesia since 1996, supporting 30 Indonesian NGOs working in partnership to strengthen community-based natural resource management. These 30 organizations gathered at the annual KEMALA Partners Forum in February 2000, and discussed several options to carry on their networking and mutual support after BSP closes in 2001. Two NGO working groups were established to assess optional mechanisms for an institution that could carry on the work after BSP ends; and recommend next steps for organizing such an institution. These working groups agreed on several important motivating considerations behind organizing further mechanism to continue the KEMALA work:
  • the ideal new institution would consist of all current KEMALA partners and other potential partners;
  • BSP funding support to partners will end by 31 March 2001 and the BSP program office closes soon after, so new support must be sought to continue the network and its work before that date; and
  • the results from KEMALA Forum in February 2000 produced a list of what still needs to be done to improve the democratic governance of natural resources, by KEMALA partner NGOs, both as individual organizations and as networks.

Joint meetings of the two working groups determined that the KEMALA Partners' future needs could best be met by forming a new NGO with the function of providing further support to the network, based on sustainable funding from multiple sources. The joint working groups then took the initiative of forming a governing body and formally establishing that new organization, which has been named Yayasan Kemala.

Yayasan Kemala's vision is to continue the movement for democratizing the governance of natural resources within Indonesia. It will achieve this vision through providing funding, technical, and other support to its constituent partners. It will also continue the KEMALA tradition of an annual Forum, where partners actively plan together to strive to achieve this joint vision. During Yayasan Kemala's starting phase, its emphasis will be:

  • to facilitate communications among current national and regional KEMALA partner NGOs, particularly in Kalimantan, Sulawesi and Malukus, and Papua;
  • to develop Yayasan Kemala's management & administrative systems, and mechanisms to provide support for KEMALA partners in the future;
  • to facilitate partners' process of developing sustainable funding initiatives, including gaining support from funding agencies;
  • to build the basis for the Yayasan Kemala's financial stability.

Yayasan Kemala activities under this grant will include: production of information packets, regular newsletters and reports to keep partners and others informed of developments; consultations with partners and potential new partners in the four regions; organizing the annual KEMALA Partners' Forum; recruiting staff and formulating management systems, mechanisms and protocols for Yayasan Kemala; negotiating with potential donors for funding agreements; compiling initiatives for financial sustainability and establishing Yayasan Kemala's financial management capacity.

Results
The grant agreement has recently been signed and an office established alongside BSP-KEMALA offices in Jakarta.
