Konpenma (Adat Communities
Strengthening Network) is a joint initiative of Irian Jaya based NGOs,
such as Lembaga Pengkajian dan Penguatan Masyarakat Adat (LPPMA), WWF
Sahul, Yayasan Pengembangan Masyarakat Desa (YPMD), Yasamer, Yabimu, Yapsel,
and Lembaga Studi Hak Asasi Manusia Papua Barat (Els-HAM) established
in early 1998. Through achieving strong solidarity and collaboration among
adat communities and institutions, Konpenma aims to develop a strategic
voice to influence national and local policies on spatial use, natural
resources, and local development in Papua. Its role is to provide adat
communities with effective and strategic assistance in natural resources
management, local development, institutional strengthening, information
on planned developments and investments, and governments' spatial use
plans. Konpenma's organization is divided into three regions, the nothern,
central and southern groups. To avoid centralized control by Jayapura,
regional networks will be independent, with routine inter-region communications
for sharing experiences, information and strategies.
A planning and preparation team has been established. The team comprises five NGO members who report to the Konpenma Steering Committee. The team will work in each region. Specifically the team will:

The Steering Committee of Konpenma consulted with members to put a Planning and Preparation Team together. YPMD provides the secretariat support for this team consisting of five people. Two are based in Jayapura to work at the Secretariat and the other three are based in each of the northern, central and southern regions, to work directly with local NGOs and adat institutions. They developed a communications protocol to manage flow of information among members. They also initiated a series of discussions to clarify roles between FOKER LSM, Konpenma and the Papuan Adat Communities Alliance (AMAN). Konpenma has concentrated on improving the skills of its members through a number of training workshops. It conducted a workshop on Participatory Monitoring, Evaluation and Planning, during October 2000 in Kotaraja-Jayapura. The workshop was attended by 25 participants, including six women, from NGOs and adat institutions from three regions. In the workshop they evaluated the services which had been given by the Konpenma secretariat, as well as the development of program in three regions. They agreed on the planned program of each region for future steps, as they increased their knowledge and ability to implement participatory monitoring, evaluation and planning. The secretariat of Konpenma also conducted two series of workshops on needs assessments and training planning for local institutions. The first was for the north and central regions in November 2000 in Biak, and the second for participants from the south region in December 2000. There were 18 participants in the north and central region workshop and 13 persons participated in the south region workshop. In both workshops, they analyzed the links between NGOs' programs and adat institutions. There are some obstacles in their connections which participants agreed could be resolved by working together more closely in the future. Between these two workshops, Konpenma facilitated another workshop on "Development of Monitoring and Evaluation Tools for Empowerment of the Indigenous People in Papua", in December 2000. They analyzed some methodologies and tools for monitoring, evaluation and planning which are often used in NGO development programs. They agreed to develop a specific tool for use by indigenous people for monitoring, evaluation and planning of programs. Konpenma rounded out this program by conducting another workshop on Participatory Program Planning, in March 2001 in Jayapura. This workshop produced a manual, a practical guide for supporting communities for NGO activists and adat community organizers in Papua ("Panduan Praktis untuk Pendamping Masyarakat"). This product hopefully will help to intensify and improve the effectiveness of the organizing and servicing of adat community groups in Papua in the future. |
